Water and wind were not the only problems caused by Harvey. This road is blocked because a nearby chemical plant could not keep its chemicals cool and is experiencing chemical reaction based explosions. A similar issue near me caused an unplanned chemical release and took my breath away for more than just a moment. That was quite an unpleasant experience.
